Officials Registration Instructions

Online registration is required for all LHSAA officials for the 2019-20 season.  Registration will open on June 24, 2019 for ALL SPORTS.  The cost of registration is $52 for the first sport and $35 for each subsequent sport.  Officials will register with the LHSAA using the following steps:

1)    Visit http://LHSAA.arbitersports.com
2)    Click the Registration tab
3)    Select the sports for which you want to register (you can return later to register for more sports as well) and click the Register button.
4)    On the Personal Information step you will first be asked for your email.  If your email is already tied to an Arbiter account you will be asked for the password associated with that Arbiter account.  If your email address is not associated with an Arbiter account, you will be asked to set a password.  Your SSN is requested to facilitate payment by those schools for which you will officiate.  IMPORTANT:  Your email address for your Arbiter Account must agree with your email address used for LHSAA in order for the two accounts to merge correctly.

5)    Complete all steps of the registration process, including selecting the local officiating chapter to which you belong or intend to belong.
6)    The final step of registration will require a credit card for payment.  If you don’t have a credit card, one option is to purchase a pre-paid debit card from Wal-Mart or other vendors.
7)    You will be emailed a confirmation message after your payment is approved and your registration is complete.

2019 BASKETBALL RULES CLINIC

Basketball Rules Clinics will be administered both in person and online.  It is not required that you attend both. You are free to choose which clinic you prefer to attend.

CAMP PROCEDURES

• As we started the program, there was a starting point and an ending point for the first cycle.  The program began on July 1, 2011 and ended on June 30, 2013.
• Each Official in the sports of Football, Basketball, Baseball, and Softball had to attend a LHSOA sponsored camp during their first two year cycle to retain their certification.
• If they did not attend, they would only be classified as Registered.  They could only officiate to the Bi-District round of the playoffs.
• It would be advantageous to the Official if he/she would attend a camp each year.
• That being said, here is the adjusted procedure for camps:
*The camp must be attended before the sports season test.  This will vary from sport to sport.  (Football, Basketball, Baseball, Softball)
*The camp attended will meet requirements for two sports seasons.
*The program will only calculate once a year and will be updated immediately at the conclusion of their test for each sport.  (Football, Basketball, Baseball, Softball)

This will go into effect immediately on action from the Sports Officiating Committee on Thursday, May 29, 2014.

Media and LSWA All-State Guidelines

What to report: the final score and statistical leaders for your team and the opposing team. Include first names and last names for players from both teams. The home team traditionally reports results, win or lose. If you question whether your results have been reported, call and check. Provide a phone number where you can be contacted if there are any questions.

General all-state information: Included is a breakdown of districts across the state and which newspaper handles the all-state nominations for that district. The names of contact persons at each newspaper and a list of LSWA officers is provided.

A copy of your all-district team which follows the criteria listed below must be provided prior to all-state meetings. Here are the sport-by-sport guidelines. While the LSWA only selects teams for football, basketball, baseball and softball, guidelines to follow for bowling, soccer and volleyball should also be followed. If guidelines are not followed, member newspapers are not required to publish the teams.

FOOTBALL

Offense: two receivers, one tight end, two tackles, two guards, one center, one quarterback, three running backs and one placekicker. If there are not enough lineman nominations for fill the positions as listed, the top five linemen, regardless of position, will be chosen. Defense: four linemen, four linebackers, four defensive backs, one punter, one athlete. One MVP and one Coach of the Year are also selected. MVP must be part of the team as a position player.

BASKETBALL

Teams should include five players on the first team and five on the second team. MVP must be part of the five-player first team. No ties for positions on the first team, MVP or Coach of the Year are allowed. Use statistics and head-to-head competition to break ties.

BASEBALL

Teams for Classes 5A to 1A should include four pitchers, one catcher, one first baseman, one second baseman, one shortstop, one third baseman, three outfielders and five utility players. If players are not nominated for all infield positions, the top four players regardless of infield positions, will be selected. In Classes B-C, the top 16 players regardless of position are selected.

SOFTBALL

Teams for Classes 5A to 1A should include four pitchers, one catcher, one first baseman, one second baseman, one shortstop, one third baseman, three outfielders and five utility players. If players are not nominated for all infield positions, the top four players regardless of infield positions, will be selected. In Classes B-C, the top 16 players regardless of position are selected.

VOLLEYBALL

All-district teams should consist of no more than 10 players. The MVP must be among the players selected. Ties for MVP and Coach of the Year are not allowed.

SOCCER

All-district teams should include no more than seven offensive players and seven defensive players with the goalkeeper included as one of the defensive players. An Outstanding Offensive Player, an Outstanding Defensive Player and a Coach of the Year are selected. The outstanding players chosen must be part of the 14-player first team.

BOWLING

All-district teams should consist of no more than 12 players. The MVP must be among the 12 players selected. Ties for MVP and Coach of the Year are not allowed.

Note: The fact that a newspaper is a assigned a district to collect all-state nominations from does not mandate that the newspaper provide game coverage to any or all schools in the district. These assignments are a way to foster cooperation between the media and the schools but giving coaches a chance to see who they should contact about LSWA All-State teams.

Mission

To direct and regulate the interscholastic athletics of our member schools while promoting fair and equitable competition that is in the best interest of the student-athelete.

Does the LHSAA receive State Funding?

No - We are a voluntary organization and do not receive any funding from the state government. As a non-profit organization, we receive funding through several avenues:

  1. School membership fees
  2. Sponsorship and advertising
  3. Championship event revenue

How many events does the LHSAA sanction?

109 sanctioned championships in 27 sport programs

Who do we serve?

The LHSAA governs approximately 390 member schools and certifies the eligibility of nearly 90,000 student athletes, 8,000 coaches and 5,000 officials annually.

Who should contact the LHSAA directly?

We are a principals' organization and only deal directly with our member schools.   Please contact the principal at any member school, and he/she should be able to assist you.  If the principal needs clarification, he/she can then call this office on your behalf.

What factors determine eligibility?

Some factors include: age, GPA, home attendance zone or where they reside, length of semesters.  Your member school principal can give you greater detail on eligibility.

How do I find out what my home attendance zone is?

School zones are determined by the local school board.

How does my school become a member of the LHSAA?

A non-member school desiring LHSAA membership shall make written application and shall supply the Executive Director's office with all requested information. In order to become a member and remain a member of the LHSAA the school applying or re-applying for membership shall:

  • Be recognized and approved through the Louisiana State Department of Education
  • Provide the Executive Committee with a true and accurate accounting of its student enrollment in all grade levels
  • Have its principal sign an agreement to abide by all LHSAA rules and regulations
  • Have a minimum of 75 actual students in the school in grades 9-12. This enrollment shall be based on the school’s enrollment as of October 1 as verified to the Louisiana State Department of Education of the school year in which the application is to be considered.

Before a school can be admitted as a member of the LHSAA, its application shall be approved by a majority vote of the Executive Committee. A school's application shall only be considered by the Executive Committee during the week of the annual convention held in late January of each year.

Who creates the playing rules for Louisiana high school athletics?

Unless otherwise adopted, the rules governing the various high school sports, as published by the National Federation of State High School Associations (NFHS), shall be the rules governing high school athletics in Louisiana. These rules are known as the National Alliance Rules.

Who makes up the LHSAA rules?

Many of the present articles in the constitution were part of the original LHSAA constitution adopted in 1920.  Today, through the LHSAA’s legislative process, rules can be added, deleted and amended by member school principals.  Each year, member school principals can propose changes to the Constitution or By-Laws, if the proposal is in writing and received no later than November 15.  Timely received proposals are then put on the agenda of the General Business Meeting where principals vote to adopt or reject each item.

Who is eligible for a coaching card and what is the process for ordering the card?

Coaching cards are issued each school year to principals and assistant principals and to faculty and non-faculty coaches who meet the requirements to be a coach and are serving in a coaching capacity at any LHSAA member school.  The card is obtained by the school after each coach – faculty and non-faculty – is entered on the school’s online information and money is received by the LHSCA.

Here’s a quick synopsis:

  • Principal verify coaches currently listed on their school’s online information – add new coaches, delete coaches no longer there, and make any changes of information to coaches on the roster.
  • Principal send list of coaches he/she wants to receive a card along with a check for $40 for each card.  LHSAA in turns verifies all are eligible for the card and issues cards for the coaches, principal, and assistant principal.  Principal and assistant principals do not pay for their card.
  • Cards can be obtained during entire school year up until about April 1.
  • An individual cannot get a card without going through a school.

LHSAA  All-Academic Program presented by ISC

The LHSAA  All-Academic Award Program presented by ISC recognizes the academic excellence of senior student-athletes who have attained a 3.5 grade point average or higher by placing them on the Composite All-Academic Team or Class All-Academic Team. 

To earn Composite Team honors, a student-athlete’s six-semester GPA must have an un-weighted 4.00. The composite team  (all un-weighted 4.0 students)  will be honored at the state events. The students who will be recognized are now listed on the website. These students can not even have an "B" on their transcript. Note: Honors classes are not considered.

The Class Team is composed of student-athletes with six-semester GPA of 3.5 - 3.999. These students will receive a certificate by their school. These students will be listed after the state event of that sport.

Requirements and Nomination Process

All senior student-athletes must be registered and submitted by a school principal on the LHSAA Member Website by the specific deadline date established.  Click the link to login to the Member Website. In order to be selected to the All-Academic Team, the student-athlete must be a senior, have participated in the sport for at least two years, and achieved a six-semester cumulative grade point average of at least 3.5 or better based on a 4.0 scale. Note: Honors classes are not considered.

Selection Process

After the established submission deadline, a compilation of all students’ GPA is made and student-athletes meeting the Composite Team criteria are notified by mail and email through their school principal of their status as a Composite Team member.

LHSCA All-Stars

Each year, senior student-athletes will be chosen to  participate in the Louisiana High School Coaches Association (LHSCA) All-Star games in volleyball, football, girls' and boys' basketball, girls' and boys' soccer, baseball and softball. Any senior student-athlete that is nominated by a coach who is an active member of the LHSCA is elgibile to be chosen for his or her respective all-star game. Outstanding Participants

The LHSAA recognizes outstanding participants in all team sports . The Outstanding Participants are selected by the working media with the exception of wrestling which is selected by the participating wrestling coaches.

Outstanding Participants will be listed once the state championships have been completed.
